Principal Deputy Director of the Office on Women's Health
Richelle West Marshall is the Principal Deputy Director of the Office on Women’s Health (OWH) at the U.S. Department of Health and Human Services. As the Principal Deputy Director, Ms. West Marshall oversees the administrative, operational and programmatic functions in OWH and serves as an advisor to the Deputy Assistant Secretary for Women’s Health.
Prior to joining OWH, Ms. West Marshall served as the Deputy Associate Administrator for Administration in the Pipeline and Hazardous Materials Safety Administration and as the Director of Operations in the HIV/AIDS Bureau (HAB) at the Health Resources and Services Administration (HRSA). In these roles, she provided leadership, direction and operational guidance in operations, personnel management, strategy, budgets, and public relations and built effective partnerships with stakeholders leading to the development of initiatives to effectively utilize resources.
Richelle is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program with a leadership portfolio spanning over 20 years in local, state and federal government.
